On the occasion of the five annual National Conference on environmental protection, the State Council issued 20 opinions on strengthening the key work of environmental protection, put forward economic policies conducive to environmental protection, actively promoted the reform of environmental taxes and fees, and studied the Levy of environmental protection tax.

The chemical industry should control the total amount of chemical oxygen demand and ammonia nitrogen emissions. The power industry should control sulfur dioxide and nitrogen oxides emissions, continue to strengthen desulphurization in coal-fired power plants, fully implement desulphurization and denitrification facilities in coal-fired power plants, build sulfur dioxide emission control facilities in the steel industry, control sulfur dioxide and nitrogen oxides in the cement industry, petrochemical industry, coal chemical industry and other industries, strengthen the policy of flue gas desulphurization in coal-fired power plants, formulate policies for denitration electricity pricing, implement preferential policies for renewable energy power generation, waste heat power generation and refuse incineration power generation, and implement differentiated tariff in high energy consumption and high polluting industries, and implement preferential policies to encourage enterprises such as sewage treatment, sludge harmless treatment facilities, desulphurization and denitrification in non electric power industry and garbage disposal facilities.

Opinions clearly pointed out that we should encourage the establishment of an environmental protection industry development fund through multiple channels, broaden the financing channels for the development of environmental protection industry, put environmental protection into the budgetary levels at all levels and increase investment gradually, increase the funding for environmental protection capacity construction at the same level, support eligible enterprises to issue bonds for environmental protection projects, and increase credit support for enterprises and projects that meet the requirements of environmental protection and credit principles.
