After the formal formation of the Anti Japanese national united front based on the cooperation between the Kuomintang and the Communist Party, in order to further expand the influence of the Communist Party of China, unify the thoughts of the whole party, unite the strength, and put into the Anti Japanese War, in the spring of 1938, the Central Committee of the Communist Party of China prepared to hold an activity to commemorate the 17th anniversary of the founding of the party.
