   Construction plan of water saving society in the 14th five year plan

In order to promote water-saving in the whole society and form a water-saving production and living style, the national development and Reform Commission, the Ministry of water resources and other departments jointly issued the "14th five year plan" water-saving society construction plan (fghz [2021] No. 1516, hereinafter referred to as the "plan").

According to the plan, remarkable achievements have been made in the construction of water-saving society during the 13th Five Year Plan period, water-saving efficiency has been significantly improved, water-saving policies have been further improved, water-saving management system has been further improved, and the capacity of water-saving facilities has been strengthened, Remarkable achievements have been made in water-saving demonstration, and 41 industrial enterprises in steel, petrochemical and chemical industry, printing and dyeing industry are listed as the water efficiency leaders of water using enterprises.

The plan plans to carry out the construction of water-saving society around five aspects of "raising awareness, strictly restricting, reinforcing weak points, strengthening science and technology, and strengthening mechanism". The first is to enhance the awareness of water saving, the second is to strengthen rigid constraints, the third is to make up for the short board of facilities, the fourth is to strengthen the support of science and technology, and the fifth is to improve the market mechanism.

The plan focuses on key areas such as agriculture, rural areas, industry, towns and unconventional water resources utilization, comprehensively promotes the construction of water-saving society, and repeatedly mentions the printing and dyeing industry in terms of industrial water-saving, and promotes the implementation of the industry's important requirements of "determining production by water".

The plan points out that it is necessary to promote industrial water-saving and pollution reduction, strengthen the water quota management of high water consumption industries, promote the application of advanced and applicable water-saving technology and equipment, implement water-saving transformation of enterprises, promote cascade and circular utilization of water within enterprises, and improve the reuse rate. We will implement the industrial waste water resource utilization project, focus on printing and dyeing, thermal power, steel and other industries, and create a number of industrial wastewater resource utilization demonstration enterprises. By 2025, 50 water efficiency leaders in printing and dyeing, thermal power, steel and other industries will be selected.

The plan also emphasizes the construction of water-saving industrial parks, promoting the cluster development of printing and dyeing, papermaking, food and other high water consumption industries in the industrial park, encouraging enterprises to use water in series and in different quality, so as to realize the multi-purpose and cascade utilization of one water, and promote the resource utilization of waste water. By 2025, a number of demonstration parks with nearly zero discharge of industrial wastewater will be created.

In order to ensure the smooth progress of industrial water-saving, the plan has deployed two major industrial water-saving and pollution reduction projects.

The first is the wastewater resource utilization project of industrial enterprises, focusing on printing and dyeing, thermal power, iron and steel and other high water consumption industries, to organize and carry out the internal waste water resource utilization of enterprises, and to create industrial wastewater utilization demonstration enterprises.

Second, the pilot project of near zero discharge of waste water: select the representative national high-tech Industrial Development Zone, carry out comprehensive technology integration and demonstration, research and develop low-cost, high-performance industrial wastewater treatment technology and equipment, create a demonstration model of coordinated development of wastewater recycling technology, engineering and service, management, policy, etc., and select electronic information, information, management and policy in the Yangtze River Delta region Textile printing and dyeing, chemical materials and other national high-tech zones took the lead in demonstration.
