Xinjiang'S Cotton Output Has Reached A New High, Accounting For 83.8% Of China'S Total Output.

Reporters learned from the the Xinjiang Uygur Autonomous Region Bureau of statistics that in 2018, Xinjiang's cotton output reached a new high of 5 million 111 thousand tons, an increase of 11.9% over 2017, accounting for 83.8% of the whole country, representing an increase of 9.8 percentage points over the same period last year.


The high output is due to the further expansion of planting area. In 2018, Xinjiang cotton sown area reached 37 million 370 thousand mu, an increase of 12.4% over the same period last year. Xinjiang's total cotton production, yield per unit area, planting area and commodity allocation ranked first in the country for 24 consecutive years.


In addition, Xinjiang has implemented a series of measures to support the development of cotton and related industries. In recent years, the whole mechanization has been widely promoted in Xinjiang cotton field. Autonomous Region Agricultural and rural office data show that more than 80% cotton fields in Northern Xinjiang have been fully mechanized, and the mechanization rate in southern Xinjiang is also close to 20%.


In order to improve cotton quality and speed up the supply side structure reform, Xinjiang in 2018 in Shawan, Manasi, Yuli and other 6 counties, according to quality subsidies, required cotton fiber length and intensity to a certain extent, planting area to a certain area and other standards, cotton farmers can get 0.3 yuan per kilogram subsidies. At present, there are 19 cotton notarial laboratory laboratories in Xinjiang, which are based on the quality inspection results and carry out quality subsidies to mobilize the enthusiasm of cotton growers.


In order to further explore the marketization mechanism of cotton target price subsidy and promote the integration of China's agricultural price formation mechanism with the international market, Xinjiang issued the pilot scheme of "price insurance + futures" for cotton in 2018. The purpose is to provide cotton farmers with insurance guarantee through insurance mechanism, and to use the option tools and futures market to disperse the operating risks of insurance companies, so as to guarantee the protection of cotton farmers' interests and the stable development of industry.


Since the "12th Five-Year", with the help of high quality cotton resources, policies and location advantages, Xinjiang has attracted the leading enterprises of the domestic textile and garment industry, such as Ruyi, Huafu and Hong Dun, and shifted their production centers to the west, and invested in factories in Akesu, Korla, Urumqi and Kashi. Around the textile and garment industry, Xinjiang is accelerating the realization of millions of people's employment goals. To this end, the state has introduced ten preferential policies, including special funds, taxes, electricity prices and subsidies, to further enhance the sustainable development capacity of Xinjiang's textile and garment industry.
