When the market price is lower than the target price, the state subsidize cotton producers according to the price difference between the target price and the market price, and the target price subsidy is linked to planting area, seed sale quantity and planting variety. If the market price is higher than the target price, no subsidy will be granted.

The cotton target price reform pilot work will explore and promote the reform of the price formation mechanism of agricultural products and the decoupling of government subsidies. The goal is to give full play to the decisive role of the market in the allocation of resources under the premise of protecting the interests of farmers, and to decide the price formation to the market, so as to promote the coordinated development of the upstream and downstream industries.

The pilot project of cotton target price reform is of great significance to Xinjiang. The cotton planting area in Xinjiang is mainly distributed in more than 60 counties (cities) and more than 110 farms in the northern and southern Xinjiang. More than 90% counties (cities) in the southern Xinjiang are planting cotton, and about 50% of the farmers in the Xinjiang (70% of whom are ethnic minorities) are engaged in cotton flower production. About 35% of farmers' per capita net income comes from cotton planting income, and the main production area accounts for more than 50%-70%.

At present, only China, the United States and Egypt produce in the world. As a traditional long staple cotton planting base, Xinjiang occupies more than 70% of the total area of long staple cotton in the whole country.

Wang Xinjiang, a researcher at the national cotton Engineering Technology Research Center, said that in recent years, the area of long staple cotton in Xinjiang has basically maintained around 1 million mu, and its output is 20%-30% lower than that of fine staple cotton.

Xinjiang County, which accounts for nearly 90% of the total area of long staple cotton in Awati, has been reduced from 920 thousand mu in 2011 to about 300 thousand acres in 2013. How can cotton farmers get price subsidies?

Cotton target price subsidies will be subsidized by the combination of cotton actual planting area and seed cotton sale volume. 60% of the central subsidy fund will be subsidized by area, and 40% will be subsidized according to the actual seed cotton sale volume.

According to the new subsidy method, the basic farmers and the agricultural production and operation units need to declare the planting area in advance. After approval, the cotton planting information files will be set up by the departments of agriculture, finance and land.

Seed cotton should be submitted to Xinjiang certified cotton processing enterprises. Before the end of January of next year, the basic farmers registered with the villagers' Committee on the basis of seed cotton sales bills and planting certificates, and after the villagers' committee verified the information, the subsidy information files were set up by the township (town) agricultural departments.

Before the end of December 2014, the state will calculate the total amount of subsidies based on the difference between target price and market price and the cotton output of the National Bureau of statistics, and separately allocate Xinjiang and corps.

In early January 2015, Xinjiang finance According to the total amount of Xinjiang subsidy funds allocated by the central government, the plan of cotton target price and production subsidy fund will be formulated jointly with the Ministry of agriculture and the Ministry of agriculture. After deliberation, the Xinjiang finance department will be responsible for the allocation of subsidized funds step by step.

By the end of January 2015 and the end of February, the financial departments of the township (town) departments and the financial departments of counties (cities and districts) should pay the area subsidy funds and production subsidy funds on the basis of planting certification of basic farmers and agricultural production and operation units, and seed cotton purchase bills.

The three category of cotton planting area will not enjoy the target price subsidy policy. First, cotton that has not been declared, publicized and audited without planting area shall not be included in the subsidy scope; two, cotton planted on the land that is explicitly returned to farmland in the state and Xinjiang shall not be included in the subsidy scope; three, the cotton planted without the permission of reclamation or on the land prohibited from reclamation will not be included in the subsidy scope.
