Jali, director of the planning and Protection Department of the Huai Wei Water Conservation Bureau, said that effective monitoring of the main pollutants COD in towns and villages in Huaihe basin has been reduced from 1 million 500 thousand tons in 1993 to 947 thousand tons in 2000 and 734 thousand tons in 2007.

As a major source of industrial pollution, many large and medium-sized enterprises have long been illegal sewage disposal, becoming a heavy pollution load in Huaihe.
In May 1994, the environmental protection law enforcement inspection meeting of the Huaihe River Basin opened a prelude to the national comprehensive control of water pollution in the Huaihe River Basin. Huaihe has also become the first big river to carry out comprehensive water pollution control in China. It has been listed as the focus of the "95" and "fifteen" national key governance "three rivers and Sanjiang".
In August 8, 1995, the State Council issued the first regulation on water pollution prevention and control in Huaihe, the Provisional Regulations for the prevention and control of water pollution in the Huaihe River Basin.
Under the leadership of the Party Central Committee and the State Council, China has opened up the battle of Huaihe in the century of pollution control.

In Anhui Province, the water quality of monitoring surface and municipal section of key river basins is checked and announced monthly, and the key sewage outlets and enterprises are encrypted at least once a week.
Bengbu has installed on-line monitoring facilities for 31 key water pollution control enterprises, and is connected with the automatic monitoring center of the city's pollution sources, so as to further improve the warning ability of the main stream pollution.
In addition to speeding up the construction and operation of urban sewage treatment projects, improving the level of environmental supervision and law enforcement is also an important content.
Yin Fucai, deputy director of the Anhui provincial Environmental Protection Bureau, said the strict environmental access system blocked the project which was not conducive to pollution control.
For example, the environmental quality can not meet the requirements of the environmental functional area; no new water pollutant discharge projects will be approved in the areas where the urban sewage treatment works have not been completed.
Bengbu has implemented the system of "first vote veto", and if the key enterprises and their principal leaders fail to comply with the requirements of environmental protection equipment, they will not be eligible to be advanced, and those who behave badly will be subject to administrative detention.
Regardless of harnessing the Huai river or the Liao Dynasty, we must follow the objective rule of watershed management.
The experience of pollution control in the Huaihe River Basin shows that the water pollution control in the river basin must first be followed by law. We see that the Provisional Regulations on water pollution control in the Huaihe basin, issued by the State Council, provide a solid legal guarantee for the prevention and control of water pollution in Huaihe. Secondly, we should change the practice of "sweeping snow before the door" in various regions and cities, and change the "dragon water control" as an overall coordination and upstream and downstream linkage. Thirdly, we must have a set of strict punishing methods, strictly supervise the source of pollution, conduct effective monitoring of the water quality, seriously deal with the polluting enterprises that violate the relevant environmental regulations of the state, and implement "one vote veto" for the enterprises and projects that pollute the standard.
It is heartening to note that the coordinated action of promoting the water pollution control in the Liao River Basin in accordance with the law initiated by the Standing Committee of the seven Central People's Congress in central Liaoning has followed the common rule of river basin governance, and highlighted the overall supervision, overall coordination, governance priorities and action effectiveness in the coordination action.
