Industry development and international competitiveness, and understand the industrial pfer of Chinese clothing enterprises in Southeast Asian countries. From August 26, 2012 to September 2nd, Feng Dehu, vice president of the China clothing association, went to Kampuchea and Bangladesh for some domestic trade associations and garment enterprises, and made a comprehensive survey of the garment industry from the aspects of industry characteristics, factory facilities, business management and investment environment.

Accelerating development since 2000 is currently one of the four pillar industries of Kampuchea's economic development.

According to the statistics of Kampuchea Garment Manufacturers Association (GMAC), in 2011, the total export volume of garment enterprises in Kampuchea amounted to 4 billion US dollars, accounting for 90% of Kampuchea's total exports.

At present, the number of garment factories in Kampuchea is over 500, and the total number of garment workers is 550 thousand.

But most of the garment factories in Kampuchea only do simple processing. All garment factories are foreign invested, and investors are mainly Taiwan, Japan, Korea, Hongkong and China.

If Bangladesh is a large enterprise, Kampuchea is only a processing workshop. Clothing factories are mainly concentrated in Phnom Penh and Sihanouk, and the accessories are basically imported from China.

At present, Kampuchea garment factories already have the technological level of water washing, nail bead, tie dyeing, embroidery and so on, but the dyeing and finishing ability is not yet available.

The minimum wage for clothing in Kampuchea is US $83 per month, but the average wage is around us $110-120 per month.


During its visit to Bangladesh, the delegation visited Bangladesh clothing manufacturers and exporters' Association, and visited 8 factories under the arrangement of the association. These factories have a certain scale. Their advanced equipment and standardized management have impressed the group very deeply, and also made the leaders of the association and Chinese enterprises have a new understanding of the textile and garment enterprises in Bangladesh.

It has a fairly large scale and has relatively complete industrial chain.

At present, there are more than 500 factories with more than 1000 people, and the largest factory has reached 150 thousand people.

The factory has good internal environment, advanced equipment and facilities, and relatively high efficiency in management and standardization.

The factory is for many world-famous brands, such as Zara, H&M, JC Penny and other processed products.

Over the past 20 years, Bangladesh's clothing export growth has remained at around 20%.

In 2010-2011 (Note: Bangladesh's fiscal year is July to June next year), the total value of clothing exports is close to US $18 billion, accounting for 78.15% of the total exports of the country.

The company has perfect product testing equipment and strictly implements the international quality inspection standards, which is in line with the international market.

At present, Bangladesh clothing factory can process jeans, T-Shirts, casual wear, children's clothing and other products, and even meet the production and processing requirements of more high-end products, but in suits, Western shirts, and so on.

And other aspects of the processing capacity is still relatively weak.

According to international statistical data, Bangladesh garment exports are growing rapidly and are gradually replacing some of China's low-end orders.


On the basis of comprehensive investigation information, the Delegation thought that although the investment in Kampuchea had favorable factors such as low labor cost, no foreign exchange control and certain trade preferential policies, considering the other problems, it was not mature enough for garment enterprises to set up factories in Kampuchea or to place orders.

Bangladesh has lower labor costs, and local garment enterprises have relatively high management and operation capabilities. China can establish strategic partnership with Bangladesh textile and garment industry to improve the ability of Chinese garment enterprises to integrate international resources.
