The impact of export tax rebates on local economic development:


1, when an enterprise produces and sells products that do not enjoy the export tax rebate policy, that is, the export tax rebate rate is zero (at present, most of the products of "two high and one capital" exported to our city are of this type). Whether the products are sold domestically or exported, they should pay the same value-added tax according to the provisions of the tax law.


2, when the products exported by the enterprises enjoy the export tax rebates, regardless of the export tax rebate rate of the export products, the internal and external sales of the products should be basically the same as the local value-added tax. The difference is that the product has received more or less export tax rebates.


3, when the local export tax rebates are within the approved base of the central government (i.e. the base of export tax rebates in 2003), the total amount of export tax rebates will be borne by the central government, and the local fiscal revenues will not be affected.


4, when the local export tax rebate exceeds the approved export tax rebate base, the central government assumes the overwhelming majority (92.5%) of the excess base tax, while the provincial finance assumes a small part of the super base part (2.625%), while the Ya'an and county finance undertake less part of the super base part (4.875%).


5, when the export of products produced by enterprises can enjoy export tax rebates, the economic benefits of enterprises' exports are far greater than the economic benefits gained by domestic sales.


To sum up, we can see that at present, the export tax refund does not exceed the approved export tax rebate base, and the export of enterprises has no effect on local fiscal revenue.

Even with a super base, the burden on the part of the sharing mechanism is very small.

It is mainly that the proportion of "two high and one capital" in the export products of our city is relatively large, and the export tax rebate has been abolished.

In addition, the city and county finance will produce 4.875 units of financial funds, which can win 100 units of development funds for enterprises. This is the best way to finance the development of industry. Why not?

In addition, from developing production, increasing taxes, expanding employment, enhancing international competitiveness of products and strengthening local economic strength, vigorously developing export-oriented industries and actively expanding exports is still an important way for us to develop our economy in less developed areas.
