Rumors of Xinjiang resource tax reform plan finally unveiled.


In June 1st, the Ministry of Finance and the State Administration of Taxation issued the "Regulations on the reform of crude oil natural gas resources tax in Xinjiang" (hereinafter referred to as the "Regulations"), and decided to change the volume tax on crude oil and natural gas from Xinjiang to the ad valorem levy. The tax rate is 5%.


The regulation, which aims to improve local financial resources and promote resource tax reform in the autonomous region, has been implemented since June 1, 2010.


"As a local tax, though it has not yet included other resource categories besides oil and gas, the annual contribution to Xinjiang's local tax revenue after reform will still amount to several billion yuan."

Xinjiang autonomous region finance department official told reporters in June 2nd.


This also means that the resource tax reform of the Tibetan sword for many years has finally taken the first step.


"The pilot project in Xinjiang is the first step. We should seize the opportunity to synchronously push forward resource tax reform and resource pricing reform across the country as soon as possible."

As one of the key points in the reform of China's fiscal and taxation system this year, the resource tax reform was also listed as a starting work at the previous work forum of central Xinjiang. "Resource tax reform from volume tax to ad valorem tax will greatly enhance Xinjiang's local taxes on the current base."

In 2009, the general budget revenue of the autonomous region was 38 billion 880 million yuan, while the general budgetary expenditure of the same year was 134 billion 920 million yuan, and most of the expenditure was pferred by the central government.


Xinjiang's crude oil output in 2008 was 27 million tons, and the output of natural gas was 23 billion cubic meters. In the past, when resources tax was levied, the tax revenue was only about 4 billion yuan.


Liu Shangxi, deputy director of the Financial Science Research Institute of the Ministry of finance, said that the increase of billions of resources has a very significant role in promoting local financial resources, especially in resource rich provinces.


"The autonomous region finance department and the Local Taxation Bureau will check the annual output of the two major oil field companies as soon as possible so as to determine the specific target of tax increment this year."

The above Xinjiang autonomous region finance department official told reporters.


Reporters learned that due to the limited production of oil fields and oil price fluctuations and other factors, the tax increment will be larger in the year.

The estimated value of local tax increases brought about by resource tax reform ranges from 4 billion yuan to -150 billion yuan.


"The highest incremental version is calculated on the basis of annual oil price of about US $100."

The officials of the Finance Department of the Xinjiang autonomous region said that in view of the current situation of international oil prices, the increment this year is about billions of yuan.


The "Regulations" issued below do not contain tax reform contents of other resources such as coal.


"Although the long-term recoverable reserves of Xinjiang coal are very large, the main source of tax increment in recent years is oil and gas."

The officials of the Finance Department of the Xinjiang autonomous region said that at the present time, the construction of the specialized coal pportation lines in the mining areas will take time, and the exploration of long-term reserves needs more reliance on large groups and large investments.


Relatively speaking, oil and gas have been supported by dedicated pipeline pportation, and the output is more stable and considerable.

The regulations require that taxpayers' crude oil and natural gas be used for continuous production of crude oil and natural gas, and that they do not pay the resources tax; if they are used for other purposes, they will be regarded as sales, and the resources tax shall be paid according to these provisions.

In addition, the resource tax of heavy oil, high pour point oil and high sulphur natural gas has been reduced by 40% and the three oil production tax has been reduced by 30%.


"The exploitation cost of such oil and gas is very high."

An Tifu, a professor at the school of Finance and finance, Renmin University of China, told reporters that because of the different levels of wealth, reserves and mining conditions in different mining areas, special provisions should be taken into consideration in the "Regulations".


The scope of the current resource tax includes seven kinds of resources, such as crude oil, natural gas, coal, other non-metallic mineral ore, ferrous metal ore, non-ferrous metal ore and salt.


"Relatively speaking, the current resource tax rate standard is much more complicated."

For example, in the crude oil tax schedule, the maximum tax standard of 30 yuan per ton is imposed on PetroChina and Sinopec's oil field branch in Xinjiang, while the standard oil tax of 18 yuan per ton for PetroChina Southwest Oil and gas field branch.


In the coal field, the difference is even greater, almost every province, such as Shanxi and Inner Mongolia, where the mining conditions are good, the coal tax is 3.2 yuan per ton of coal. Xinjiang, which is less developed in pportation, only taxes 0.5 yuan per ton of coal.

Reporters learned from the Xinjiang Urumqi mining bureau that the actual tax rate is even lower than this figure.

"After the trial in Xinjiang, we should seize the opportunity to synchronize the resource tax reform and resource pricing reform across the country as soon as possible."

Liu Shangxi said that the next step is to implement "full coverage" - covering the scope of mineral resources for tax purposes and covering all parts of the country.


Liu also said at the same time that when the resource tax reform was fully promoted, we should make overall consideration and overall arrangement for the reform or levy of similar taxes, so as to avoid duplication of Taxation from different angles or links.


For example, the relationship between resource tax reform and environmental taxes, carbon tax levying, and multiple tax categories of current consumption tax is rather subtle.


If we collect the resource tax on the exploitation of oil and natural gas, we should also levy environmental taxes and carbon taxes. In this regard, we should avoid duplication of taxes, and also consider the affordability of enterprises and the price of terminal products.


"Under the overall consideration, the progressive step of tax reform is scientific.
