In recent years, Yunnan Province has cultivated and developed the textile and clothing industry as a key field to undertake industrial transfer. With a number of industry leading enterprises from Shandong, Guangdong, Zhejiang, Fujian and other places settling down in Yunnan, the border areas with Dehong, Baoshan, and Honghe as the center have initially formed a trend of concentrated development of the textile and clothing industry. "International Posthouse" has become a "business card" of Yunnan in undertaking this round of textile and clothing industry transfer.

In the process of accelerating the construction of China's radiation center for South Asia and Southeast Asia, Yunnan is gradually becoming an important hinterland for participating in the global division of labor and cooperation and export-oriented economic industries to expand the market.

   Layout based on industrial logic

"The construction of a high-quality open cooperation platform and a comprehensive exchange and cooperation mechanism is speeding up, and the superposition of regional cooperation, border development and opening up and other policies will make Yunnan a strategic link between the domestic market and the international markets in South Asia and Southeast Asia, ushering in greater opportunities to undertake and develop the textile industry." Guo Hongjun, vice president of the China Textile Construction Planning Institute, said.

In 2010, the Ministry of Industry and Information Technology issued the Guiding Opinions on Promoting the Transfer of the Textile Industry. In recent years, the overall progress of domestic transfer of the textile industry has been relatively stable, and some key provinces and regions have achieved remarkable results in undertaking industrial transfer. The textile industry in the eastern coastal areas has been transferred to the central and western regions, especially the neighboring provinces and regions that are close to each other, rich in labor resources, and low in factor costs.

How can Yunnan, which is located inland and far away from the developed textile and clothing industry, seize the opportunity in the new round of industrial transfer?

Kaiyuan Green Textile Science and Technology Industrial Park, which was listed as the "National Textile Industry Transfer Pilot Park" by the China Textile Industry Federation, handed in its answer sheet. After the initial success of the exploration of the "cogeneration" model, Kaiyuan City seized the three major industrial production factors of heat, electricity and steam, and continued to promote the transformation of Yunnan Energy Investment Honghe Power Plant from a thermal power plant to a circular industry using heat, electricity and steam. Under this background, Kaiyuan Ruyou Textile Printing and Dyeing Co., Ltd. of New Dongxu Group, the first printing and dyeing enterprise in Yunnan, came into being.

Next to Yunnan Energy Investment Honghe Power Plant, Kaiyuan Green Textile Science and Technology Industrial Park operates in an orderly manner. Kaiyuan Ruyou's Phase I project with an annual capacity of 42000 tons has been put into commissioning operation. From "one silk" to "one cloth", the operation and production are busy.

"When the project is completed and put into production, it will have the production capacity of 100000 tons of knitted fabric and 20000 tons of high-grade woven fabric per year, and 740000 tons of steam will be consumed per year and 130 tons of steam will be needed per hour." Wang Qin, manager of the production department of Kaiyuan Ruyou Company, introduced that two 300000 kilowatt thermal power generating units of Yunnan Energy Investment Honghe Power Generation Co., Ltd. provide steam guarantee for the project to reach its production capacity, "As an accessory product of thermal power generation, the cost of steam in the textile process is lower than that of natural gas. The integrated development model of green cycle enables enterprises to enjoy cost dividends, which is of positive significance to the development of the entire industry."

Yunnan adheres to the internal unity of innovation, coordination, green, openness and sharing to grasp, measure and promote development. Relying on existing resources and in-depth study of industrial logic, it cultivates and develops the textile and clothing industry as a key field to undertake industrial transfer.

In 2022, there will be 58 textile and clothing enterprises above designated size in the province, with an output value of 5.416 billion yuan, an operating income of 5.95 billion yuan, and 125 thousand jobs. Yunnan Baoshan Industrial Park, Dehong Prefecture Border Industrial Park, Kaiyuan Green Textile Science and Technology Industrial Park, Guangnan County Diannan Footwear Industrial Base, Zhaotong Town Xiongniluping Industrial Park and other textile footwear and clothing professional parks accelerated the pace of construction, and the textile industry cluster development has taken shape, and the transfer of textile and clothing industry has made a good start.

   Unleashing potential in advantages

China has the most complete textile industry system in the world, and is the world's largest producer, exporter and consumer of textile industry. Its textile fiber processing volume accounts for more than 50% of the world's total, chemical fiber output accounts for more than 70% of the world's total, and exports account for about one-third of the world's total. Yunnan's role as an important base to undertake industrial transfer in the east and an important export processing base facing Southeast Asia and South Asia is the key to achieve "siphonage" of the textile service industry.

"At present, the overall scale of Yunnan's textile industry is not large, but it also has its own obvious characteristics and advantages, and has great potential for future development." Guo Hongjun said that with the "East Silk West Movement" driven by the "East Mulberry West Movement", Yunnan has become one of China's major cocoon and silk industry bases, and its quality is at the first-class level in the country. The advantages of open cooperation continue to highlight, Relying on the border (cross-border) economic cooperation zone, the garment processing industry has developed rapidly. At the same time, Yunnan is also a major tourism province in China. It is rich in natural, cultural, ethnic and other tourism resources, and has diversified national clothing culture and textile intangible cultural heritage.

Realize the "small to large" development of the textile and clothing industry, carry out industrial integration internally, and shape regional advantages externally. Yunnan explores and forms a more coordinated development idea on the road of developing the textile and clothing industry.

Relying on Ruili's position as an important gateway to opening up to the southwest, making full use of the multiple advantages of means of production, the cost of surrounding factors and the Southeast Asian consumer market, relying on the domestic market with 1.4 billion people, and facing the markets of South Asia and Southeast Asia with 2 billion people, it provides a development platform for the industries of raw material import, sales and export in the international market "at both ends", Youngor (Ruili) Garment Co., Ltd. was introduced into the Huanshan Industrial Park area of Ruili Border Industrial Park. Six 3-storey modern standard workshops have sprung up. When the Youngor (Ruili) Clothing Industrial Park with a total floor area of 170000 square meters reaches full capacity, its annual output value will reach 2 billion yuan, opening a new chapter in Yunnan's textile and clothing industry.

To avoid homogeneous competition, Dehong Dai and Jingpo Autonomous Prefecture focuses on five industrial parks, namely Mangshi, Ruili, Longchuan, Yingjiang and Lianghe, and creates a differentiated layout - Mangshi focuses on introducing clothing, shoes and hats enterprises to develop fiber textiles, while Ruili focuses on introducing textile trade and circulation enterprises to develop textile e-commerce, Longchuan County mainly introduces cocoon silk and home textile enterprises to develop green printing and dyeing, and Yingjiang County mainly introduces knitting and ramie industries.

"At present, the development of Yunnan's textile and clothing industry needs to highlight its distinctive advantages." Guo Hongjun suggested that Yunnan should deeply integrate into the new development pattern of double circulation, accelerate the construction of a radiation center facing South Asia and Southeast Asia, and promote industrial upgrading. Strengthen support for foreign trade related services, logistics and other aspects, and accelerate the development of cross-border e-commerce, online trading and other new forms and models of foreign trade. At the same time, we will deepen regional cooperation with the eastern and central regions, optimize the development level of supply chain collaboration, establish new collaboration models and all-around docking cooperation relationships, form cross regional collaboration mechanisms and benefit sharing mechanisms, and promote industrial succession and development potential to achieve a leap forward.
