As a traditional garment export base, Hangzhou has many characteristics, such as large enterprises and small scale. The products are mainly OEM and medium and low grade products. The added value of products is low and the unit price is difficult to upgrade.

In 2010, the price of raw materials, cotton and silk rose sharply, and the cost of labor continued to rise.
